Execution of the Republic of Artsakh State Budget-2022 in the Social Affairs and Health and Budget, Financial and Economic Management

May 26, a joint sitting of the NA committees on Social Affairs and Health and Budget, Financial and Economic Management was held.

The performances of the social, healthcare and statistics sectors were discussed.

The approved social protection expenditure of the Ministry of Social Development and Migration of the Republic of Artsakh in 2022 amounted to 29 billion 537 million AMD and the specified budget - 28 billion 922 million AMD.

Approved expenditures under the social protection of the Ministry of Social Development and Migration of the Republic of Artsakh in 2022 amounted to 29 billion 537 million drams, while the adjusted budget amounted to 28 billion 922 million drams.

The amount of 28 billion 347 million drams was spent within 39 programs aimed at social protection of the population. The performance made 98%.

 V. Arakelyan, the minister presented to the parliamentarians in detail the expenditure items of the separate programs of the department.

A high-performance indicator was recorded by the health damage compensation program - more than 99.7 percent. The amount planned for the programs for the aged was 17 billion 715 million AMD, and the performance was 17 billion 677 million AMD or 99.8 percent. A low performance indicator (around 70 percent) was recorded in terms of honor payments to veterans of the Great Patriotic War: 7 million AMD or 99.8 percent.

From the 7 billion 200 million AMD planned in the 2022 budget for the "Family Members and Children" program during the year, 6 billion 900 million AMD were spent, recording 96.4 percent performance.

The MPs' questions were about current and planned measures aimed at mitigating the socio-economic consequences of the blockade.

The budget of the Ministry of Health of the Republic of Artsakh in 2022 was planned to be 15.5 billion AMD with the adjusted plan: 12. 598 billion AMD.

In 2022, the volume of medical care and medical care provided by the health care system amounted to 12 billion 598 million 709 thousand AMD, and the actual volume of financing amounted to 10 billion 907 million 246 thousand AMD, providing 86.6% of the indicator provided by the specified budget.

n the reporting year, 4 billion 72 million 242 thousand drams were provided under the programs of the "Outpatient Services" group, and 3 billion 513 million 945 thousand drams were provided under the programs of the "Hospital Services" group. AMD 1 billion 27 million 545 thousand was allocated for the expenses of the Public Health Services group, providing 96.9% of the program. Within the framework of the “Healthcare (not related to other groups)” group, during the reporting year, medical care was provided in the financial amount of 3 billion 89 million 92 thousand. In 2022, services were provided to 15 private dental clinics in the amount of 308 million 895 thousand drams, 424 million 345 thousand drams were financed to serve the socially unsecured and certain special groups of the population of the republic.
