Dear compatriots,
Based upon the provisions of the Martial Law, I signed a decree introducing certain restrictions on the right of free movement in the territory of the Republic of Artsakh, as well as defining a special regime for the exit of the citizens of the Republic of Artsakh from the mentioned territory.
In order to implement the measures envisaged by this decree, to ensure the application of temporary restrictions on rights and freedoms, to organize the comprehensive management of forces and resources, a Commandant's Office was established, headed by Karen Sargsyan, Director of the State Emergency Service of the Republic of Artsakh.
Exit from the territory of the Republic of Artsakh is restricted for the citizens of the Republic of Artsakh subject to the conscription within the framework of the mobilization. Exit is allowed only in special cases, upon the availability of a pass issued by the Commandant. The Commandant is also authorized, if necessary, to establish a special procedure and conditions for the entry (exit) of persons and vehicles to (from) certain territories of the Republic of Artsakh, as well as for their stay and movement in these territories.
